FOR GENERAL RELEASE

1.                    SUMMARY AND POLICY CONTEXT:

1.1             To receive any petitions submitted directly to Democratic Services or any e-Petition submitted via the council’s website.

2.               RECOMMENDATIONS:

2.2             That the Committee responds to the petition either by noting it or where it is considered more appropriate, calls for an officer report on the matter.

3.               PETITIONS

3. (i)          Residential parking tarmac verge

To receive the following petition signed by 22 people at the time of publication:

We the undersigned petition Brighton & Hove Council to Tarmac the grass verges along Birchgrove Crescent to provide parking for residents. Parking along Birchgrove Crescent has become increasingly difficult. Residents are having trouble finding parking spaces on the road and often resort to parking on the grass verges. These are now becoming in extremely poor condition and serve no purpose. We as residents propose removing the grass verges and tarmac them to provide much needed space.

3. (ii)         Keep the Free Customer Parking in Preston Drove and Ditchling Road, Fiveways

To receive the following petition signed by 130 people at the time of publication:

We the undersigned petition Brighton & Hove Council to overturn the decision to Change the 1 hour free parking on Preston Drove and Ditchling Road, back in to Pay and Display parking. We believe that retaining the 1 hour free parking for customers, will encourage shoppers continue to support local shops, already suffering after a year of Covid 19 related closures.

Original Introduction of Pay & Display parking in 2015 on Preston Drove had a significant & detrimental impact on trade for all businesses in the area.

The current free parking was instated after our original petition to the Environment, Transport and Sustainability Committee, March 2015.

We would like the parking to stay as it is: 1 hour free parking, no return for 2 hours.

Whilst we understand that the council faces numerous financial challenges, we do not believe that retaining the limited free spaces on Preston Drove and Ditchling Road, would have a significant impact on income for the council, and would be extremely damaging to the local area and businesses, which would be damaging to the city, the local area and the vibrancy and diversity of shopping for local people.

3. (iii)        Traffic calming on Marmion Road

To receive the following petition signed by 167 people at the time of publication:

We the undersigned petition Brighton & Hove Council to Survey the area to assess traffic on Marmion road linking to school road. Mark 20mph speed limit on road & add sufficient signage. Flashing school signs at peak school times. Speed bumps or 1 way system to Marmion Road to slow traffic.

With traffic increasing in recent years, Marmion Road has become a cut through. With 2 schools a nursery and a park we feel traffic calming measures should be bought to the road to match the local Poets Corner calming measures. There is also the additional 105 dwellings on school road with increased traffic that poses a concern.

3. (iv)        Speed Bumps on Upper North St

To receive the following petition signed by 5 people at the time of publication:

We the undersigned petition Brighton & Hove Council to help slow down the traffic on Montpelier Place / Terrace / Upper North Street via speed bumps, cameras or any other means

I've lived here less than 3 years and in that time I've witnessed 3 traffic collisions. Bearing in mind we've had lockdown (so less traffic) and that these are the accidents I've witnessed at first sight (so there could be more), I worry that the next time could be fatal.

3. (v)         Buller Road Cycle Storage Petition

To receive the following petition signed by 20 people at the time of publication:

We, the undersigned, are in support of having a covered cycle storage container on Buller Road. We understand it will be on the road, covered and locked. We would like Brighton and Hove City Council to consider our road as soon as possible.

3. (vi)      Increase Pedestrian Safety on Shirley Drive

To receive the following petition signed by 524 people at the time of publication:

Install pedestrian crossings along Shirley Drive and reduce the speed limit to 20mph.

There have been numerous collisions along Shirley Drive in recent years and it is indefensible that Brighton and Hove council refuse to install a pedestrian crossing anywhere along this road.

There are four primary schools and two secondary schools close by, as well as all the foot traffic going to and from Hove Park and Hove Rec. This means there's nowhere safe to cross for a large number of school children, young families, the elderly and disabled - who all have to try and navigate a 30mph road with no crossing. The speed limit should also be reduced to 20mph to increase safety and reduce noise pollution.

From the seafront up to the start of Hove Rec there are eight pedestrian crossings and a 20-mph limit. I do not understand why Shirley Drive is exempt from these safety measures when it is an extension of the same road.
